JOINTISZA – CLIMATE CHANGE INDUCED SPECIFIC WATER QUANTITY ISSUES
JOINTISZA project – 3rd meeting of the Ad-Hoc Task Group on “climate change induced specific water quantity issues” held
On the 27 November 2018 the 3rd Ad-Hoc Task Group meeting on “climate change induced specific water quantity issues” has been held in Szolnok with the participation of the JOINTISZA project members. The meeting was opened by Dr. János Fehér, leader of the Synthesis workpackage of the JOINTISZA project (WP6) and he introduced the main objective of the meeting and highlighted the importance of the exercise which result will be an important outcome of the project.
Background (acccording to the DRAFT Giudance document on “climate change induced specific water quantity issues”)
One of the focuse themes of the project involved a pilot action on climate change induced specific water quantity issues, which included three major tasks, such as Task 1: Ad-Hoc Task Group (AHTG) activities; Task 2: Elaboration of the Guidance paper on climate change induced specific water quantity issues to overcome challenges; Task 3: Application of Shared Vision Planning method, based pilot action on a selected pilot area.
The Guidance paper is a joint product of the AHTG members who were invited from the experts of the Project Partners of the JOINTISZA project to work in the group as well as some internationally recognised external experts were also invited to join the AHTG. The AHTG hold three meetings in the duration of the project.
The AHTG members were also responsible for writing the chapters of the Guidance paper as well as for facilitating the test work on how the Shared Vision Planning method should be used in the selected pilot area.
The Guidance paper aims to provide a practical document for stakeholders who are going to be involved in the next term river basin management planning in a significantly climate change influenced river basin. First, the paper provides an overview on i) core principles and approaches of the EU policies on climate change adaptation; ii) how the issue is tackled in the Danube River Basin and in the Carpathian Basin and iii) the integration way of the river basin management.
After setting the scene, the next chapter gives a summary on information and monitoring needs on climate change and water quantity aspects of the river basin management planning. An important chapter discusses how changing climate impacts the hydrology and water resources and what are the induced problems in the Tisza River Basin. The next chapter is a concise summary of tools that stakeholders engaged in river basin management planning could use to enhance consideration of climate change adaptation.
The sixth chapter introduces the pilot work and experiences of Shared Vision Planning application on a selected Tisza River sub-basin located in the middle part of the Tisza Basin.
The 3rd Ad-Hoc Task Group meeting
In the frame of the meeting the “Urban hydrology management: tools applicable on cities of the Tisza River Basin and the supporting Manual and Guideline” was introduced by Attila Nagy (GWP CEE/University of Debrecen). The Manual and Guideline is also an important outcome of the JOINTISZA project, and was produced in the frame of a pilot activity “Training of best management on urban hydrology” . Mr János Fehér stressed that main messages and conclusions of that pilot action should be imbedded in the current document.
Lively discussion was held about the draft of the joint programme of measures, which elements should be also integrated into the gudience document.
In the frame of the meeting the participants went through on the draft chapters and discussed about harmonisation of the content and additional information to be included in the document.
On the 28-29 November 2018, a stakeholder meeting on Shared Vision Planning was held also in Szolnok. The outcomes and conclusion of the meeting would serve as an input to the guidance paper on “climate change induced specific water quantity issues”.
